Description of the issue:

When performing a Get Latest Version on a file the operation may fail with the message "File 'file name' is checked out to 'User Name'. You
cannot overwrite a file that is checked out to somebody else."  This occurs when a user has the file checked out to a 
local working directory and a second user attempts to perform a Get Latest Version to their local working directory.

Installation Instructions:

1. Download the TS1069466.zip hotfix.
2. Extract the file to a temporary directory.
2. Double-click on the TS1069466.exe to install the hotfix.
