Description of the issue:

- Replication of deleted elements
  If there are deleted elements in the the PSP wastebasket, Replicator replicates
  the deleted elements. This can have performance impacts when there are very many
  deleted elements and their IDENTS are re-used. 
  
  This hotfix also requires a client side change, available as TS1101448.
